thanks for giving me another reason to LOATHE wal-mart.
they dont' care about anything or anyone aside from profit.
so i guess instead of getting a good packaging machine/program, they just run a bunch of cars in a store room where they let the fish set for an hour. kill off any bio contaminants.

Carbon monoxide is probably cheaper to use than another gas to displace oxygen when packaging foods. It inhibits mold.
The carbon monoxide clears away once the package is opened.
I'd actually be more worried about the tilipia were raised. Farm raised fish are exposed to more diseases, toxins in the water and given questionable food.
Wal-Mart is all about cost cutting.

Lots of vacuum packed meats are packaged with CO. It keeps the meat *looking* fresh longer.
Really it shouldn't be a problem. But I avoid it when I can.
EDIT
It's not just Walmart that does this. It is becoming accepted practice in the meat packing industry. The vast majority of vacuum packed beef is packed with CO to keep it bright red.

Well, another reason to add to my list of reasons why I stay the heck out of Wal-Mart. Seriously, shop somewhere else if you can, even if you have to pay a few cents more.
When the fed mentions Wal-mart specifically in it's decision making, it's time to prune the tree.

It is used the same way nitrogen is used. It displaces oxygen and preserves color and keeps it fresh long. Nitrogen is usually used on freeze dried foods.

i can't see buying fresh fish from walmart -- they will keep it on the shelf for a year by using additives & still call it fresh....i'm exaggerating of course, but not too far off.....
go to your farmers market for fresh fish or even a grocery....

Its also added to meat to retain the color, if you look at regular meat next to organic, you will notice the difference, but Im not sure why they would do it to fish.
