we think its because she wants to play with her. We just got the husky and we have had the small dog for a while. When we play with the husky, she ends up howling at the smaller dog. Before, when prissy, would get beans'(husky) toys beans would go get the toy from her and bring it somewhere else. Now she just howls at prissy.

Siberians don't bark. They "talk" -- "woo-wooing", "howling", whatever you want to call it.

Your Siberian is just telling your other dog she wants to play, or she wants her toy back!

My Sib. does this to me. It's just a way to get your attention. Instead of barking at your or other dogs they howl at them. The husky is just trying to get your other dog to play!

Huskies are talkers for sure. It doesn't sound like they are aggressive, so I wouldn't worry too much about it. Our huskies howl, growl, burp, and make all kinds of noises, especially when they're playing.
