My District Police not accepts case on other district person,But I want to lodge a criminal case against that person staying in another district. how could I start my issue in court to make the person to come to my district and appear in my district court. whom to approach? Lawyer or first class Magistrate or IInd class Magistrate?

Chapter XIII of the Criminal Procedure Code provides the JURISDICTION OF THE CRIMINAL COURTS IN INQUIRIES AND TRIALS.
Section 177 of the Code clearly provides Ordinary place of inquiry and trial:-
Every offence shall ordinarily be inquired into and tried by a Court within whose local jurisdiction it was committed.
The other provisions section178 to section185 provides for exceptions or details with regards to this general rule. Now since you have not disclosed what sort of offence you want to complaint against this person & where that offence was committed or ensued it will not be possible for me to provide you with details regarding the jurisdiction of which court in your case. Give more details about the said offence & I can tell if the complaint against this offence can be tried by court in your district or not. The jurisdiction of the court is never on the basis of place of residence of the accused unless he does so in his own district in a criminal complaint as it happens in the civil cases. It is the job of a lawyer to file a criminal case against that person in the court. The court will send summons to the person where ever he is residing.
