Possibly, but there are issues of absorbtion, irritation and side effects of steroid use.

The theory behind using a steroid like fluticasone in nasal sprays is that it remains in contact with the mucosa and is very slowly absorbed. When it is absorbed, it allegedly is largely detoxified with one pass through the liver, so one does not get the Cushingoid and other steroid side effects. Aftermarket investigation demonstrates that these claims may have been optimistic, but fluticasone remains a leading choice for the application of a steroid to respiratory tract mucosa.

There are many steroids which have been specially designed for nasal application.
See your doc.
Something like Nasonex would be far more effective than a homemade concoction such as that.

no. the molecular structure would still be too large and you could do more damage than good. You are best getting it in spray form...clever idea though
