The reason I've asked this is because I sometimes hear people talk this way:

There ARE a lot of books. 'Books' is plural.
However, you'll hear 'There's a lot of....' but that's very colloquial usage, and it's not correct.

"a lot" is describing books. Leave it out and see which sounds right.
There are books.
vs.
There is books.
Are is correct, and it is easier to see if you take out the "a lot".

...are... is correct, but colloquially many people say There's a lot... On the other hand, uncontracted There is a lot... is much less frequent and just seems completely wrong. Anyway you cannot go wrong with ... are ...

This is because "books" is plural, so you need subject/verb agreement.
