Just because it's permitted doesn't mean that it's encouraged or compulsory. Polygyny falls under the permissible (mubah) category.
A Muslim man can marry up to 4 wives, on one condition - that he treats all of them equally. But the Koran does state that a man SHOULD marry only one:
"Marry women of your choice, two or three or four; but if you fear that you shall not be able to deal justly with them then only one." - An-Nisa 4:3
On fairness between women, there is also this verse:
"You are never abe to be fair and just as between women." - An-Nisa 4:129
A Muslim woman, on the hand, is only permitted to have 1 husband.
Such conditions are set based on several reasons (I'm just listing down what I remember reading about this issue) - population imbalances (more females than males, higher mortality rate for males), permitting a woman to be a wife than to be a mistress, identification of the father not easily identified if a woman has more than 1 partner (this was a reason cited before DNA testing became available) and so on.
She can marry again if she is a widow or has divorced.
In conclusion, polygyny (a man having more than 1 wife) is permitted while polyanry (a woman having more than 1 husband) is prohibited.

Because to be honest when oppression occurs it will almost always be a man oppressing a woman. As such a non-Muslim man could easily force his Muslim wife not to practice her religion easily and also not to raise the kids as Muslims. Also under Islamic law, a non-Muslim is not subject to Islamic courts and verdicts so if he abused her, deserted her, etc she would have no legal recourse. As for Muslim men marrying non-Muslim women it is allowed but not preferred as is the case with having a second wife. The Quran is very clear about such marriages to non-Muslim women. ...Lawful to you are the chaste women from among those who have been given the Book before you. . . ." (i.e. Jews and Christians). I do not see it as a double standard, rather a way to safeguard the rights of a Muslim woman which could never be guaranteed in full by a non-Muslim husband.

A man can mary upto 4.Make it correct.But only if he can do justice between them.If he has any fears in his heart that He may not be able to do so, He should mary just ONE.
A muslim women can marry another man only if she's divorced or a widow.

A man can marry 4 wife's at a time. As a woman you can re-marry as many times as you want, but you can't be married to two ppl at once.

and in haven men can marry up to 72 women all in same time
and women can marry 72 men all in the same time

The first wife of Muhammad, Hadija was a widow.
A woman could marry again if she is a widow or divorced.
