Hovercraft have been in private, commercial, and military use for 40+ years.
What YOU are looking for is a flying car, VTOL type critter... There are several designs... but none have reached commercial viability. The OTHER problem will be rules and regulations for their use.

Hovercrafts have been operating in appreciable numbers since over 4 decades. They have been used both commercially and by the armed forces. A lot of refinement needs to be done to make them work in congested areas and the costs need to be brought down. Two critical areas which need to be addressed are the braking and the manouvering control. Where operating space is not the major constraint, they do wonders; but are handicapped where space is restricted. I am sure people out there are working to solve these problems and they will come up with answers very soon.
So, I would give the hovercrafts a bright future and hope they are mass produced so that people at large will benefit from this magnificent machine.

The technology is and has been there for quite awhile. The two main problems are cost and the human element.
The average hovercraft right now costs way more than a car and is way out of range financialy for most people.
And the human element. It takes far more skill to pilot a hovercraft than to drive a car... and not everyone does so well even in a car.
