Most sentient life forms feel pain as a biological survival response. If they didn't feel pain, they would injure themselves very quickly and die off as quickly. Some researchers quibble about whether lower life forms (like fish or insects) or even preborn or newly born creatures (like piglets and lambs) have developed-enough neural networks to feel pain (while they're being slaughtered for food, that is).
As for the question about why God made animals, perhaps goD did not create animals. Perhaps animals and all of creation is a mysterious and illusory manifestation of goD (instead of a "creation" of goD)? Like a dream of goD It could happen. Why not?

2. Yes the higher animals decidedly feel physical pain, and the primates as well as dolphins, elephants, horses and dogs, etc. appear to feel emotional pain too.

Animal's and many other species, even the little ugly & gross ones do alot for our ecosystem and enviroment. They are as unique and have purposes just as human's. They feel pain as depth as a human does; you have never heard one whine or cry? They are absolutely beautiful and mysterious creatures!
