All dogs shed- some shed less than others and some have curly hair (ie poodles) so the shedding gets stuck in the hair. The dogs that don't shed as much need daily brushing and grooming several times a year.
I would look into adopting a small breed adult dog. Puppies are hyper and have alot of energy for being in an apartment.
Check petfinder.com and look for small young (usually over a year) or adult poodles/poodle mixes in your area.

ALL dogs with fur/hair/whatever you call it shed. Poodles and bichons shed just as much as any other dog. The difference is that the shed fur tends to get caught up in the rest of the fur. So instead of fur all over your house, the dog gets matted then you have to pay to have the dog shaved.
The only dogs that truly does not shed are the hairless breeds:
American Hairless Terrier
Chinese Crested (although they do have some hair on their head, feet and tail)
Hairless Khala
Peruvian Inca Orchid (PIO)
Xoloitzcuintle

All dogs shed to some degree. Even short hair breeds. Excess hair can be controlled with regular bathing and grooming. I have a larger dog (Black Lab) and I wipe him down with a damp towel regularly.
What breeds have you thought of already? Some of the small breed dogs tend to be more needy/clingy. They will grieve themselves terribly until you get home.
Chihuahua's are an excellent dog for an apartment. They're fiercely loyal and very affectionate. Manchester terriers are wonderful and have unique personalities. I speak from experience on both of these.
If you can afford it, West Highland terriers are great house dogs. They are easily trained and tend to be hams in front of a camera. They are pricey though at around $250 for a pup.

Schnauzers and Poodles are good as far as the no shed goes.. but the grooming bills are expensive.. unless you do it yourself.. which is not that easy.. but, to be honest, neither are great apartment dogs.. schnauzers are terriers.. they bark.. alot.. as puppies they tend to do damage when left alone if not crate trained, and when crate trained tend to be noisy. Poodles are neuotic, and need attention all the time.. if left alone they tend to cry and whimper..
Note, that not ALL do it, but if you've never had either breed before, the training is difficult to learn..

Every dog sheds, they have hair. So unless you want one of the hairless versions, I suggest sticking with a short haired dog, because their hair is far less noticeable than longer haired dogs when they shed.

Poodles are one of the only breeds that do not shed. They do not have fur, they actually have hair. That means though, that they have to be groomed regularly, so keep that in mind.
They also come in small sizes. I'd recommend a mini over a teacup though. Smart dogs, easy to train.

Poodles are one of a few breeds recoginized by the AKC that dont shed. Also, Schnauzers,Shih Tzus, Maltese and Bichon Frise dont shed either. Or have little to no shedding.

you could try a yorkie or a japanese chin both dogs are good for apartment life, i have a japanese chin in my apartment and she is a very easy dog to train, yorkies are also easy to train and serve as very good company. both dogs are good for apartment life
but in the end its up to u to choose which dog really suits you

Yorkies are small and do not shed but do have to be groomed or brushed. They are often not good with kids, though and can be yappy.

any kind of terrier, Chihuahua, Italian greyhound, mini pinscher, pug. any rescued grown dog that you can see the full size of and get a profile saying whether or not it shed a lot.
