According to the following fatwa, the sighting of the moon by one Muslim is sufficient for the Imams to command the people to fast.

The moon was sighted in Mecca on the 12th night of September, yet some Muslims (Pakistan & India for example) have ignored this and will begin the fast on the 14th. Why? What ever happened to unity??

"And hold fast, all of you together, to the Rope of Allah and be not divided among yourselves..." ( سورة آل عمران , Aal-e-Imran, Chapter #3, Verse #103)

The witnessing of the moon by a single man

'Abdullaah bin Ahmad bin Hanbal said:

I asked my father concerning the sighting of the moon, if the sighting of it is done so by a single man?

He said:

((The Imaam should command the people with fasting))

There are differences of opinions among scholars where the sighting should be local or global. In Arabic, ikhtlaf matale' and itihad matale'. If you can read Arabic check out this article.

I will give you on example why sometimes it has to be different. Let's say that the crescent moon was seen only on the west coast of the united states on September 12 at sunset, and if there are Muslims in Japan. The time in Japan would certainly be sometime after dawn of the next day September 13, so they cannot start fasting that day so they have to wait until September 14. However I agree if countries are close to each other then it makes sense that they can be considered one locality and fast together.

However in no case people should depend on calculating moon sightability as it is not a deterministic science and goes contrary to prophet Muhammad command to see the crescent. Check out this question.

I don't see problem with countries not fasting together, I have a problem when in the same city people fast at different days which is what is currently happening in the US and in Europe.

salam 3alaikum
easy fasting i hope for all and magfirah min Allah
as far as i know it needs two to witness the moon for the start of ramadan and only one for the finishing of ramadan , shawal "s moon
any way thats not the point
7adeeth says
"iza thabat fee misr thabat fee kull el amsar"
meaning
if proved to start in one land its then proved for all lands
but that is unity.
not all leaders love the unity or work for it
most of the leaders are anti pple
well look at lebanon how things are
egypt
lybia
tunis morocco
any way that is iun politics

I don't see what difference a day makes for the Muslims. It is just different interpretations of a particular sect.

But for that great city Babylon, even one hour will matter a great deal.
