If you mean Rabo Bank, it exists, it is a European bank but has a signifcant presence in the US

Here is some things to watch out for to look for scammers;

1) No legit lender trolls message boards looking for borrowers.

2) No legit lenders have generic email addresses (Yahoo!, Gmail, Hotmail, etc.)

3) No legit lenders require an upfront fee to process a loan.

Edit--

If they are looking for an "employee" to process payments from customers, they are scammers.
