it's gotta be the cities in the southeastern Asia. Singapore and the whole country of Philippine. all Chinese cities keep their culture very well.

"Western culture", you mean, European culture rooted from Greek, right? Those Russian cities in Asia part. They are totally Russian style, which is kind of European style. And they are in Asia.
