alright i had the EXACT same problem...my top half was on the skinny side but my bottom half was most definetly not...i began running and dieting really well and kept it consistent and after about two months i had lost almost 25 pounds..all you really need it dedication and the desire and it will be easy..trust me at times i would think is this really all i have to be doing to loose weight? but it was because i had the determination so just give it a shot if it bothers you that much cause i can tell you now it will be worth it!...good luck! =]

Incidentally, if you genuinely do have flabby thighs due to excessive fat on your legs, the cells in question will never go away, and you'll have to be careful for the rest of your life to avoid refilling them. Think of them as self-filling water balloons. Be careful, and they will remain empty, be careless and they quickly inflate!

Do you have an office job? if so, it could be due to sitting down alot.
walking more (perhaps to school/work) might help.
rubbing moisturiser on your legs is supposed to tone your skin up too
