The simple answer is........there is no way of building bigger arms in 3-4 weeks. In reality you would need at least 3-4 months to see any noticeable gains and this would be an achievement, with hard work, decent program, diet, cardio, etc. Sorry not trying to put you off just telling you as it is!!

Rome wasn't built in a day, and you shouldn't expect huge gains in only a month. However...
Curls and Triceps extensions are the standard "build my arms" exercises. Doing something with your grip (and there are a number of grip exercisers) will build your forearms.
You also want to do some "overall" exercises like squats or bench presses. The idea is to stimulate many large muscle groups, so that your body kicks into high gear to build muscle wherever it's needed.
In the gym, the key principle is to work the muscles HARD, then REST while they heal and rebuild bigger than they were before. You must rest at least 48 hrs between workouts, so you should be looking at 3-4 workouts a week. When you lift, you want to focus on working the muscle to exhaustion in 12 reps or less. Do 3 sets of 12 reps (or less) for each exercise. If you are capable of more than 12 reps, you are lifting too light a weight and should up it.
All you need to know for nutrition is that you need adequate protein. Incorporating enough lean meat in your diet (fish, chicken breasts, lean cuts of beef, etc.) will do this...you don't need any fancy protein supplements.
Good luck!

high protein to rebuild after lifting.
make sure you give yourself every other day off to allow the rebuild.
don't take painkillers, they reduce the effectiveness of your workout. (no pain, no gain)
curls isolate the bicep. dips work well for triceps.
BUT, coming from a woman, it's lame to lift for looks.
