Or does it vary between different countries or sects?
Where it is forbidden, what does the blind person usually use instead?

No their isn't. Dogs can be used as guide dogs with no prohibition, as they are in hunting, herding, guarding, etc.

Nope there isn't. Looking at Pakistan, the blind don't use dogs as guides. It would be like suicide. You never know, even with a dog, when you are going to fall into an open sewer or get hit by a car or things like that. blind people use other people as guides, or they don't get out of their houses.
About the dogs, more than 85 % of the Muslims don't like dogs and they definitely don't let them in their houses.

No, we can have dogs; but when we pray we must purify ourselves from their saliva (like if they lick you, you have to thoroughly wash the slob off before proceeding with the prayer ritual).

In any case, if having the dog was for a justified reason there would be no prohibition.

And God knows best.

Peace.

I cannot even begin to fathom the logic of your question!!! The only thing I can think of is that you are being extremely cynical about followers of Islam! The blind leading the blind, etc, etc....

there is nothing in Islam against dogs, except probably in fake hadiths of Bukhari the liar. in Koran in chapter alKahf, there is a description of great belivers who had a dog and slept in a cave for hundreads of years.
