We work in Kuwait and there is an argument about sex and Ramadan. I contend that a Moslem couple can have sex only after dark i.e. between sundown and sun-up. He maintains that they cannot have sex during the whole of the month. Who's right?

It is YOU who is right.

You cannot have sex while you are fasting, but after you break it, you are allowed. There is ruling mentioned in the Heavenly Ornaments (Baheshti Zewar) about this:

"It is permissible for a man to sleep next to his wife, to touch her and to kiss her. However, if due to the passion of youth, there is fear that these acts would lead to sexual intercourse, they should be abstained from."

This is under a list of acts which will break the fast.

The answer is that a Married Muslim couple can have sex but only after dusk. Unless you are an Muslim in London where you can call up a escort and have sex with her (or him) in your hotel as it seams like London is exempt from the month of Ramadan as lots of Arabs arrive in London during this holy month for a bit of R&R.

No sex during day time for mosty people anyway as they are at work.
But during Ramadan No sex after sunrise until sunsets.
Yes one can break their fast with a sex session and then eat as you will feel more hungry.

It is clearly stated in an aaya of Quran that during the fast sex is not allowed.

You have been told wrong.. You can't have sex while you are fasting.. You can have sex as normal, once you have opened your fast with everything else, eg. eating, prayers. After you open your fast, you do the normal things, good things. So don't believe everything you hear.

you are right...he might as well say we can not eat for the whole month of Ramadan...that is y we are instructed between sun up and sun down

allowed but not always practical because a Muslim must stay in a form of cleanliness and there are alot of prayers this month. You are right.

No sex at all during fasting.
After breakfasting it is up to you.

Muslim couple can have sex only between dusk and dawn. Sex is not allowed while they are fasting.
