It is the mission of the Police Department to safeguard the lives and property of the people they serve, to reduce the incidence and fear of crime, and to enhance public safety while working with the diverse communities to improve their quality of life.
Their mandate is to do so with honor and integrity, while at all times conducting themselves with the highest ethical standards to maintain public confidence.

the purpose of the police is to create a presence able to keep public order and uphold the laws of a country. the police are the executive arm of the department of justice, they uphold the laws made by the judiciary. police are not only able to arrest but act as a deterrent to criminal elements in a society. when police are used to silence dissident elements in a society and stifle free speech this is known as a police state. hope this helps

It says 'To Protect and Serve' but most cops interpret it as 'To Harrass and Intimidate'.
