Does he/she diagnose their condition/s themselves? Can they perform the same eye tests they use for their patients on themselves? Or do they go to another optometrist, perhaps a fellow eye doctor friend, and get their prescription for glasses/contacts there?

Just curious to know, I've seen a few optometrists wearing glasses themselves. :)

Because we can't have a good look at the health of our eye its difficult to diagnose a problem. If I thought there was a problem (or just wanted a check up) I would just see a friend. Its pretty much impossible to do the tests we do on patients on ourselves.

I've done a refraction on myself before (figuring out the strenght of glasses)...but its not that straight fowards and its alot easier for someone else to do.

I would go to an optometrist. Reason being that they have equipment that will allow them to run more tests then your general doctor would in his or hers office. It could be that something is lodged in your eye, or that the eye has been scratched. The optometrist will have a high powered machine that will allow them to look into your eye and let you know for certain what is wrong and if something is stuck in your eye they can also remove it with ease, or prescribe you medicine to heal a scratch etc. While a general doctor should have an all around expertise they often lack all the specialized eye equipment and extensive experience with eye issues, especially with contact lens wearers. Why don't you ask the optometrist himself/herself? He or she would be able to give you the right answer. However, to answer your question as to whether or not they can perform the same eye tests on themselves, the answer is no. They could do the eye chart themselves, but other eye tests would require another optometrist.
