Hi Can any one tell me who all can do blood collection according to international law. I know phlebotomist or specimen collectors are assisgned to collect specimen but incase they are not available Is it the doctors duty to collect as I have heard nurses are not allowed to put IV line or collect blood unless in case of emergency. Can anyone confirm this and give me some sites for the legal rules and regulations of doctors and nurses. Thank you

There is no grand international standard for this.

In the US, each state determines the scope of practice for diffferent professionals.

Doctors certainly can collect blood, as can medical students. Nursing laws vary from state to state, and there are different types of nurses, but it seems reasonable that they would be able to colect blood as well. Physician assistants could also do it. Any of these people should be able to start an IV.

Phlebotomists can draw blood from veins, and respiratory therapists can collect arterial samples.

There are other positions in the healthcare arena where IV access or blood drawing is permitted. EMT/paramedics start IVs. Radiology techs do as well, to administer contrast.

All of this should be done only on the order of a physician, of course (except the EMTs)

As long as the staff member has been trained in cannulation they can put in an IV. Drugs cannot be administered though by anybody unless a doctor states so, even in an emergency. Phlebotomists take blood and tissue samples from patients but do not administer drugs, doctors can take blood, tissue samples, administer drugs etc.. while nurses can only with a doctors permission and with appropriate training.
