I think Torrey Pines is the best overall golf course for the average joe. If you live in San Diego, you pay 30-40$ to play there! It’s right on the ocean and usually in great condition. Surprisingly, pace of play is decent too. Also there are 27 amazing holes to choose from! It also has great variety. Some narrow fairways, some open, hilly fairways, flat fairways, ocean views, island-ish greens…The people are also very laid back and they even allow non-golfers to walk around in the evenings and enjoy the ocean views.
The worst course is ironically called the Bobby Jones Golf Club in Atlanta. Recently they just re-did the greens, so it’s a little better but Bobby Jones is still rolling around in his grave because they named this course after him. It’s a city municipal course and is a true dump. Literally, there are open sewer lines that run through the course and you can SMELL people’s dumps. Also, it costs about $45 to play there! If you lose your balls in the creek that runs through it, there are signs warning you of environmental waste in the creek!
There are also quite a few courses in the city of Atlanta where you will get accosted by homeless people, mugged by gangbangers and kids stealing your golf balls off the greens.

Here is a list of the Best Golf Courses in the US - http://www.golf-clubhouse.net/top-golf-courses.htm
I have never seen a list of the worst courses. I imagine that could be a little more subjective.

I would have to choose 2 courses as my favorites the first would be Bethpage Black and the second would be the TPC Sawgrass.
As for my least favorite I am from NYC and would choose Clearview golf course in Bayside. The tee times are never honored and the started gets "greased" from all his asian friends, then they go out in before you. The course is not in that great condition, and the pace of play is terrible. I do not play there anymore for those reasons.

in the uk then i would say for overall friendliness and brilliant course at the right money- The Rolls of Monmouth.
worst, simply because of the arrogant staff, and ridiculous mannerisms and rules of the far too stuffy clubhouse- Redditch Private Club.they are so far up there own backsides they have trouble breathing.
