In the morning, after cleansing, I put on a feather-light antioxidant serum. After that, I put on my SPF 30 sunscreen. After it has sunk in, I then apply my Bare Escentuals foundation powder SPF 15. Because I am using the serum and mineral powder, will I be dilluting my SPF of 30?? I want to be walking out the door in the morning with an SPF of 30 protecting me.

No. Your serum and mineral powder will not dilute your SPF 30. Actually, your mineral powder is adding some extra SPF protection.

Try using clinique sunscreen and the best part is you don't need any other makeup!
