I have the same problem with my dog, and I have a fence! He climbs!! Basically I have to take him outside & watch him whenever he has to go out.
You could try teathering him. They make those ones that link between 2 trees with a pully thing that lets the dog run almost the entire yard while still connected. I can't do this because when he's tied, my dog just howls, but it may work better for you.
Check and see where there are dog parks near you. They are great for dogs like ours that can't be trusted just to run around outside our homes. They get to socialize and play and run in a nice safe enviornment.
Good Luck & I'm glad you don't like electric fences or beating your puppy!!!

Our dog always wanted to run out of the yard too, he even broke leashes/harnesses we used. We got him those pens that hook together at a pet supply store, then as he grew we fenced in a nice big part of our yard with the wire type fencing-very inexpensive. There's room for him to exercise and play safely, he's a happy guy. Those invisible fences don't work very well and only keep your dog in, it doesn't keep him safe from other animals. Remember if he were to scratch or bite someone or another animal you will be responsible and he could get taken away.
You can also get obedience training for you dog. Please be sure to get him neutered and his shots.

Until he is properly trained on a recall, ALWAYS take him out on leash. Don't give him the opportunity to run away. Teaching a dog the recall is IMO, the most important command. Find an obedience class and be patient...
Good luck.

Exercise and a lead.. They need quite a bit of exercise.. hence the bolting.. and then the chase.. the dog has excess energy to burn up.. if you can't fence it in, you need to get one of those leads... a dog that large won't do well with the stake in the ground .. you are most likely going to need a tree, or to attach it to your house.. I don't recommend leaving it unattended for long however.. I've had dogs pull them out of bolts that were reinforced.. (our last house we picked up a stray.. not even full grown and the bolt just pulled out)

Keep him on a leash! He's a young puppy for God's sake!
I was going to suggest a fence, but since the looks of your yard are more important than the dog....

put up a chain link fence or a wooded fence. if that is out of the question, you will have to put a leash on him. take him to a dog park. dogs are allowed to run loose. most dog parks are divided into small to medium and medium to large. check with police dept or humane society to see if there is one in your area. my dogs loved going, then we moved and our town now doesn't have one. we have a fenced in backyard now.

Keep him on a lead, it's the only way you will keep him safe. Start obedience classes with him and work with him every day. Eventually, if you stick with it, you will be able to allow him off lead with you as he will be obedient and trained to obey your commands. You have to be patient and consistent with your training.

Since you don't have a fence, keep him leashed or he will eventually get hit by a car.

leash train him while you walk him, you could buy a kennel (dog pin) big enough for him to run and play in when he is outside without you. we built one so our large dog would have lots of room and be outside some. hope this helps!
