A US flag turned upside down is a mayday (the same with holding an id upside down, or placing a stamp upside down on an envelope).

A person wrapping the flag around them is either cold or trying to make some haphazard political statement.

Turning the Flag upside down is an internationally recognised distress sighnal.

The Only appropriate time a flag should be near a person is at a funeral.

Wrapping a flag around themselves ? Beats me, but I consider it disrespectful.

While the people above are right, in the military an upside down flag is a symbol for chaos, i think the times you're referring to are when people do it during protests...
At that time it's just that a symbol of protest, less harsh way of burning the flag...

My understanding is it's a symbol of distress and when observed all help etc is immediately rendered.

That said, heaven help the guy who thus fly's/holds it, if its just a mistake!
