If for public enforcement, it must be clearly marked as a PD vehicle.
If for undercover operations, a warning light(s), and siren must be accessible, when the mission will not be compromised.

Most States save those for officers who have done something special. Things like the highest amount of stolen car recoveries, most DUI's caught etc.
