Go to the craft story and get jute thread or twine in your favorite colors. Tie a length of string around your big toe and run it up and around your ankle. Tie it off, and "bingo!" you have string shoes. Spice them up with beads, shells, whatever.
We did this back in the day to avoid the "no shirt, no shoes, no service," notices and went barefoot everywhere. Most people believe you are wearing shoes unless they look real close. They're happy, you're happy, everybody wins!
Of course if they are rude enough to ask you why you are only wearing socks, I would tell them after surviving the trek up Mt. Everest and reaching the summit, a sudden storm hit and buried you in an ice cave for two weeks. After you were finally rescued, it was discovered you had frostbite on both feet. In fact, you are still recovering and don't know yet if they are going to rip off all of your toes, or just one or two. The reaction will be well worth the inconsiderate and rude question...

Say, " I don't wear any socks because I don't want anything to absorb the sweat so my feet and shoes stink to high heaven when I take them off".
You might not be able to smell your own stink, but I feel sorry for people around you.
Pathetic :-(

Without knowing WHY you do this... I would only suggest you tell the truth.
However you need to be aware that there are places you cannot go without shoes... hygiene (no, socks are not enough cover for your feet) requires it.

Look at them like they are crazy, then say, "Man where have you been? Everyone is doing this now. It's the latest rage in Hollywood. Don't you watch TV?"
