Fasting is not only to stop eating, most people do not think about it that way, fasting is stopping yourself from all the bad and sinful actions you might do all day.
It is having self control and being able to stop your mind and body from doing sins, and diverting your soul just to worship and do good deeds all the time.
You fast just to be able to control all your senses from saying, hearing, tasting, touching bad things, so it is more spiritual that actually being hungry.
It is really a great feeling when you convince or even order your soul to be a good one during this month, the idea behind that is to teach the human being how to have self control, and if you can do it for one month then it is easy to do it all year long.

A time to acquire Taqwa.
Taqwa = God Consciousness so we feel we are in the presence of ALLAH all the time.
This state of communion and personal connection is developed through the 5 times a day prayers and the blessings of fasting in this very holy month when the Quran was revealed.
When we feel we are living as in the sight of Allah then we will be motivated to do good and ward off evil.
During Ramadhan we make special intentions to fast all day and worship most of the night.
Make intentions to remember all the Muslims and non Muslims in our prayers. We have been sent as a mercy unto mankind and keeping the heart clean of all darkness is paramount.
That is the greatest Jihad .

Yes all muslims should fasting during the month of Ramadhan. It is a muslim obligation as stated in the Qur'an.In Surah 2 Al Baqarah(female cow) verse 183 (2:183) Allah spoke.Hey all people who believe in Allah ,you have the obligation of fasting as it have been done by people before you..Then in 2:184 that is in several days in a certain month. If you are ill or in transit of a journey and broke the fasting,he/ she should pay fasting for several days he/she left after Ramadhan And also for the heavy worker and can not fasting, he should pay fidiyah that is giving food to the poor for each day left.Anyone who did the good thing that is giving food to more than one poor person is better.Fasting is better for you if you understand it.In 2::185 In Ramadhan where Allah gave holy book Qur'an as the life guide dan gives explanation and also as the difference between the right and the wrong path. That is why if you live in your own place in this month, you should fast and if you are ill or in a journey he/she can break his/her fasting, but he/she should replace in other day by fasting.Allah wants easiness for you and do not want difficulties.for you.You should fasting the total days you left. You should thanks to Allah with the given life guide In 2:186 If your (Muhammad pbuh) followers asked about me (Allah )tell them that I (Allah) is near.I (Allah)will give permission to someone who prayed to me (Allah). That is why they should fulfil my (Allah)instructions and they should believe in me (Allah)in order they are right. In 2:187 Allah spoke that in the night they can make a sexual relation because the wife is your cloth for you and you are the cloth for your wife.Allah understands that you can not refrain your desire..That is why Allah forgives you.Fasting can not compensate the other obligation e.g. praying.Praying at least 5 times a day is a must.We should pray (1)shubuh before dawn 2 bows (2)dzuhur at noon 4 bows,(3)Ashar at the beginning of after noon 4 bows (4) maghrib at the beginning of night 3 bows and (5)isya at night 4 bows.We will have sin if we do not pray for certain pray. as instructed by Allah.By fasting a full month in Ramadhan all of our sins will be forgiven by Allah and we will come to sinless condition like a new born baby. The Qur'an is given by Allah in Ramadhan.

They fast because they need to know how horrible it is how homeless people feel like. That's the story behind it. I don't know about the second question, though..
