The answer is yes, because I downloaded such a program once not knowing it was so similar to Publisher, but then I uninstalled it only because I already have Publisher. Can't remember the name, though.

Ah, just glanced at the above reply and I believe it was Serif.

Nearly any LINUX distribution will give you TeX which is a full blown publishing system. The learning curve is alittle steep, but the output is incredible.

If you're running Windows and have Cygwin (http://www.cygwin.com/) installed, you can install TeX as well.
