Think about all the breeds you like, and repost this question. People who are familiar with these breeds can advise if they would do well in your situation.

Or check out http://www.petfinder.com and do a search for dogs in rescues looking for homes.

Go to the shelter or nearest humane society, Tell them what your looking for and about your interest. Jogger, walker, couch potato. They should be able to match you up with a good dog for you and your lifestyle. You can also ask about a waiting list for a certain breed.

Another option:
Look up a specific breed and go to their rescue site. There are costs involved but they to will get you the dog your looking for if they find you qualified.

Rather than focusing on a breed, visit a shelter and see if there's a dog that seems to interact with you well.

If nothing bites, no pun intended...do some research, find a breed of interest and then check with a rescue group. Getting a pup will mean that you have to house break yourself, so consider an older pup to adult dog.

G'luck.

Please visit your local Humane Society or animal control shelter. There are thousands of great pets in need, and shelters often keep information on the personality of each individual dog they have. Inform the employees or volunteers at the shelter of what you are looking for, and they will help you find a perfect match.
Good luck!

The ideal small dog for a person in your situation is a Yorkie. They can be a handful to train but they 're small, smart, they don't shed and they make good watch dogs believe it or not.

Visit your local shelter, there are absolutely wonderful dogs there. My mom just adopted one and its like they have been together since he was a puppy, he is the best dog! Since you are in a condo, I would stick with small dogs. Good luck!
