I found different studies varying from 144 to 413 licks.
A group at Purdue made a licking machine that took 364 licks, but the average of a group of volunteers to 252 licks.
A licking machine at the University of Michigan took 411 licks.
Student volunteers at a Swarthmore Jr. High took 144 licks.
Then this study http://www.emptyv.org/tootsierollpop.htm found an average of 413 licks.
The average of these studies is 317 licks with a standard deviation of 117, so I'd say that it takes about 317 licks to get the the center of a tootsie pop.

How dare you question the integrity of scientific reason, the owl conducted the experiment and came to the hypothesis that 3 licks are required to find the center of a tootsie roll tootsie pop.

The results from the volunteers concluded that it took an average of 252 licks to reach it.

-Students at Swathmore High School conducted their own human-based experiment, resulting in an average of 144 licks.

It depends on the tongues size and hydration level. I know that 10 years ago it took me 2,376 licks to remove all of the hard candy so that I could eat the tootsie chocolate without tasting the cherry outside.

Sure. The cartoon owl in the commercial advertising the product licked it three times and then found it so irresistable he bit into it.
YOU could actually try licking one and counting it until you get to the center. That would be scientific.
