And each rule book has its own form of punishment for not following the rules like prison or eternal damnation. We need repercussions for our actions in life and in the afterlife to keep us straight.

The rule books are for people who don't have a concept on how we should respect each other. I don't think we need repercussions for our actions in order to keep us straight, nor do I believe in an afterlife.
It should not take any type of motivation to be good to others. I am good to others because others deserve my respect as I do in return. We are all the same, and we are worthy of appreciation for our own innate qualities.
