The walls are going to be a mushroom (grayish brown) and the sheers will be next to navy blue (almost black) heavier panels. My question is should I get white sheers or cream/ivory sheers?

I suggest white, but...
Get a white and an ivory washrag or pillow case to hold up next to the panels, and compare.

What colour is your ceiling and arcitraves? If they are white then go white, (personally I think this would be best) but if you have cream then its important not to add in too much white.
Often you can tell what will go best by finding out what the base colour of the paint is (the paint shop will know if you don't). If its white or gray then white is best, if its pastel or yellow then cream is better.

what color is your carpet or rugs in the room? what about fabric on your chairs? consider these things when deciding.

i would probably choose white if i didn't have carpets or fabrics to gauge off of.

Either will work, but dont use a stark white, maybe something like antique white.
