George Carlin by far! Haggard is good with words, but George Carlin can top him on any occassion.

George Carlin is much more clever. Ted Haggard is
a fool. In other words: no contest; no comparison.

Clearly, George Carlin is much more intelligent than Ted. Ted still believes in all kinds of irrational beliefs, obsolete dogmas, and ridiculous superstitions, such as god and jesus. Likewise, Ted also foolishly believes that he can "pray his gay away."
Perhaps he and Larry Craig can find a private room or bathroom stall where they can pray their gay away together.

Carlin. And he's upfront about getting money for his performances, so he is not nearly so arrogant as Haggard.
