I am happy to answer this question because I (and other people) always called my mother elegant. Today would have been her birthday and I am missing her acutely. Here is why she was considered elegant by me and others:
1. She dressed with flair -- always just so w/ her shoes, purse, and jewelry.
2. She had lovely manners.
3. She was nice to everyone, even very irritating and difficult-to-get-along-with people. She didn't gossip or say mean things behind anyone's back.
4. She never swore or used bad language.
5. She was not a good cook, but she always set a beautiful table so even if we were eating PB&J the table looked nice.
6. In times of great trouble and strife, she maintained a quiet dignity and never complained.
7. She was quick to help other people with moral and financial support whenever she could.
8. She remembered people's birthdays and anniversaries and always sent them cards.
9. She had a great sense of humor and knew how to laugh at life.
10. She was extremely well-read and could have a conversation about almost anything.
11. She bought a sports car, stick shift, when she was 78 years old and drove it until she became too ill to drive anymore.

Elegance comes from within. Someone can act charming, graceful and polite but if they're a mean-spirited person at heart, it shows through and negates that false elegance.
To me, true elegance is warmth, personality, grace, and that something extra you just can't label: a certain spark, I suppose. Dress can certainly add to that as well, of course, but I think the real elegance is what a person is like deep inside and how they reflect that on the outside.

Someone who is truly elegant in my book, is someone who is not afraid to look their very best despite the way others dress, to carry themselves with an air of good breeding.
This is someone who unapologetically appreciates the finer things that life has to offer. They will not delight in common things such as going to a comedy club.........but would prefer to see an opera. They dont drink just any wine...they know good wine by taste, year it was made, by the bouquet it emits with sniffed before tasted. They understand fine food and will settle for nothing less.
Socially this person can rub elbows in any situation, even when meeting royalty or important social/political figures.
There are different levels of elegance of course, but one who is truly elegant, is always reaching for the top rung of the social ladder.

i think it's the way someone carries themselves. they have kind of an air about them. not they think they're better but that they have strength of character. of course, the first thing one would notice is the way they're dressed but then, their attire just doesn't matter and it's the person you see.

their speaking ability. no swearing, unusual words, great descriptions, clarity, kindness, honesty, etc. I love an elegant speaker.

the way they carried themself. not arrogant but strong, not showy but well dressed, well mannered but not snooty....in the manner of the way they speak, well spoken but again, not arrogant or speaking down to people.
