If you live in a cold country where it frequently snows then no, planting a hedge will have a small negative impact, especially if it's a tall one. If you're in a hot country then it will make a small contibution to offsetting your carbon emissions.

A hedge isn't particularly effective at sequestering CO2, most of that which is removed is released again when the hedge is trimmed and the cuttings burned or allowed to rot. A tree is a better proposition as it's a more effective way of removing CO2 and the carbon remains locked in the timber for a long period of time.
