Working out with a trash bag wrapped around you will only aid in body fluid loss...not in fat or permanent weight loss. As soon as you replace those lost fluids, the pounds will be back.

Also, if you decide to try this be very, very sure you stay hydrated! The plastic will cause you to overheat and dehydrate which can lead to fainting, nausea, vomiting, etc.

Personally, I'd skip the trash bags and just work out. You will then see how much weight you are really losing...not see the temporary water weight loss....nor are you running the risk of health issues.
