Whiskey will be free of any harmful bacteria, as they cannot live in such high alcohol content, but it almost certainly is not sterile. It almost certainly has some type of extremophile living in it, whether we can detect them or not. (microbiologists believe we have not yet isolated and identified even 1% of all bacteria species on the planet). After all, they have discovered bacteria that live in pure Clorox bleach. The only way to sterilize something completely is by burning it, meaning temperatures many times those of boiling water.

Yes and no. It has enough alcohol in it to kill any buggies that are in it, but there are still their dead bodies to deal with.

If you want to use a liquor to sterilize things, use Vodka... if have and it works very well

For most intents and purposes it is. So is normal urine by the way. A normal person's urine will not grow anything on routine culture if it has been collected properly (cleanly). Intriguing question. Makes one wonder why you ask.
