First off there is no such thing as an Iraqi. There are three major groups, Sunni Arabs, Shia Arabs and Kurds. There are several tiny ones. The people there see themselves as their ethnic and religious groups. There is no sense of a nation state.
The Shias are rubbing their hands awaiting their chance to get revenge for hundreds of years of mistreatment of the Shiites by the Sunnis. The Sunni see the Shia as subhumans and are unwilling to share power with them. The Kurds really don't care if the Sunnis and Shiites kill each other they just want to be left alone and not have drakonian Sharia law imposed on them by the Shia.
There's a low intensity civil war going on between the Shia and the Sunni. When or if we leave, it will explode into a high intensity one. The Sunnis will be overwhelmed. That will drag the various Sunni states to support them and the Irainians will support the Shia. this will lead to a larger middle east war.
The people who are really in control, like Muqtada al-Sadr, have no desire to form a government with other groups. They want to eliminate the Sunnis.
The time to turn the government over to the Sunnis (actually leave them in power) was back in 2003. It's impossible to do that now.
What should have been done is to place a Iraqi general in charge, tell him to produce Saddam and his sons for trial. If you can't do that in six months we'll come back and replace you with someone else who can. Then withdraw to Kuwait.
The only realistic solution is to partition the country into a Sunni/Kurdish nationa and a Shia one. Unfortunately, it's politically unacceptable.

Turkey is hardly a democratic nation. The Kurds in Turkey are second class citizens. Everyone knows what they did to the Armenians. In fact, Turkey is a major cause of the Iraq problem because they are hostile to an independent Kurdish state which would the best solution. Three independent states, would be the best solution.

Al-Sadr *IS* the de facto leader of Shia Iraq. He's no one's puppet. The Iranians are just a useful tool for his aims. Without his support the sham that is the Iraqi government is gone. It exists at his pleasure.
Al Maliki has to have good relations with the Iranians. After the war that Saddam Hussein started with them they have a reasonable right to be interested in the Iraqi government being one that they don't have to worry about further aggression from. Saddam Hussein's war killed hundreds of thousands of Iranians.

It's not true. What does need to be done however, is all parties involved, must drop the labels having to do with their own religious sect. To be successfull the Iraqi's must totally take Islam out of the equation, because as long as it's part of government, nothing will ever be resolved.
They need to look at the democratic government of Turkey that doesn't allow religion to play a part in government. Turkey is successfu democratically because of it, and so will Iraq, once it opens it's mind to the idea.
Al Maliki and Sadr will have to be dismissed as leaders in Iraq, because they have made it clear that they are both puppets of Iran !

The knee jerk reaction may be for the Shia to run the country because they were previously oppressed. However, I think you have a point not only due to what you've stated but also because the Shia have such strong ties to the Shia-dominated Iranian government. This makes the US a bit nervous. The problem is, obviously, forming a govt. where the Shia are represented but not to the extent of the population.... (a really big problem when open elections trend toward the majority.)
