A county is not defined by ZIP codes. The letters stand for Zone Improvement Plan, which were put in place to make mail delivery more efficient. A county can contain several cities, and a city can contain several ZIP codes. Even a large business, like the IRS (speaking of taxes) can have it's own ZIP code.

Zip codes can overlap counties. There is no correlation between zip codes and county borders.

You may be thinking of the Streamlined Sales Tax Project where the participants agree to use the lower sales tax rate will be used when a zip code overlaps counties.

Many sales tax software programs use zip codes to determine sales tax rates.

A zip code just tells you what post office branch delivers the mail in that area. A zip code can cross county lines.

Zip codes are assingned to areas. The first three numbers indicate the postal sectional center. 900, for example, is Los Angeles, California. The 4th & 5th numbers are, most of the time, the names of the towns and cities in alphabetical order (Except nnn-01 is the city where the sectional center is.)

If you go to the postal service web site at usps.com and input the zip code it can tell you the county.
