I tried the dog litter with my Yorkie which was made of bits of newpaper balled up and all he wanted to do was eat it and he never once used it. I gave up on that idea and went back to the pee pads for when I wasn't home. It took him almost a year to get it but finally did. He will actually stare us down or bark at us now when he needs to go out. I took him out as often as I could and to the same spots. It also helped having another dog and he now has to christen every spot that the older dog does. When he was old enough to go for several hours without having to go potty I kept him in a crate. He still stays in the crate when we're not home and no accidents. At 4 mos old your pup should be able to go for 4 hours without an accident. Try the crate as they don't usually soil where they sleep. Mine can hold it for 10 hours now. Good luck.

Easy methods to potty educate a dog is after a nap or a meal, let him outside. If they make a multitude on the ground dont hit them just say NO! And put them external for a couple of minutes.
