our neighbors have at least 13 that we have counted living in one apt...and they have a 2 bedroom apt... how is this possible... isnt there a limit? and how do i find out what to do

The internet will probably not help you, call City Hall and ask for the building inspector. If it is a multi-unit apartment, they should have rules. This is usually calculated by the number of bedrooms and the square footage.

As a "general rule" it's 2 people per bedroom.
Thirteen people is WAY over the limit for a 2 bedroom apartment!
Call the landlord, the *Fire Marshall* (right away!) and the Building Inspector (right away!)
That is a dangerous situation!

When you have to ask, there are too many! Call the landlord and tell him if does nothing about it, you are calling the board of health on him. If you can't reach him, just call!

Why not just call the fire marshall where you live and give him the details on square footage and the like? He'll tell you.
