Depends upon the nature of the debt. If it is a credit card debt, or car or house loan, then yes, because it is in the contract you agreed to when you took out the card.
If it is a debt where no contract was signed, then they can not.

They can charge interest / fees IF it is in your original contract with the original creditor AND if your state allows it. (some states do not allow it)
If your state does not allow it, then they cannot - even if it is in your original contract.
