I currently have a '98 1/2 club cab 24v w/5spd, '02 auto 4x4 quad cab long bed and '05 quad cab auto short bed 2wd...
the '98 w/3.54 gearing has stacked chip & programmer adding about 120hp gets 18 hwy & 14 city no load, 16 hwy & 12 city loaded.... 280K miles
the '02 H/O w/3.54 gearing & 305r70x16 tires has a superchips chip adding 75hp, 20.4 hwy & 17.6 city no load, 17.4 hwy & 14.8 city loaded (my daily driver).... 130K miles
the '05 is box stock, 19.7 hwy & 17.2 city no load. never pulled a load with it, so no data. 42K miles.
mileage will vary between auto vs. manual, 2wd vs 4wd, 3.54 vs 3.73 vs 4.10 gearing, stock vs oversize tires, temperature, altitude, elevation changes, how heavy of a foot you have, etc....
on average, driving normally without quick starts, the Cummins should get around 18-20 hwy and 14-17 city ...

you,ll get around 15-16 in town with it and around 19-21 on the highway with it if you learn to drive it right you can get a good consistent mileage from it,i own a 97 model 12 valve and i get around 20 on the high way most of the time, i haven't ever seen not two trucks made though that would get the identical same mileage, every ones opinion on mileage differs some, good luck.

Some say they can get 20 MPG on the highway without a load. Sounds about right to me if you don't have a lead foot.
There are diesel programmers that claim to get as high as 26 MPG, but I have yet to see these claims substantiated. Reasonable mileage is actually going to be closer to 16 MPG.
