You don't really get any "engineering" courses until your second or third year.
If I were you, use your first year to develop good study habits so that you don't fall behind. It is more difficult to pull up a bad GPA, than it is to let a good GPA fall.
There will be plenty of time to party AFTER finals are over. Don't fall behind in your studies.

Some great advice in the other replies. If your school has a chapter, get involved with IEEE. It will give you a great opportunity to meet other EE's, get involved with projects, and socialize. I am a Mechanical Grad, and ASME was a great organization for me.
Study hard, and study to learn (not just pass the tests). It's amazing how often you have to fall back on something you learned 1, 2, or even 6 semesters ago! Keep all your notes organized and accessible. Don't sell your engineering, math, or science books, you will need them later.

You'll be taking a lot of math/science cources. Meet with your profs and ask that they include EE type examples whenever possible.
Study study study. Everything you learn in math will be applied.
Balance your "easy" electives, save as many as possible to offset the hard engineering classess. You don;t want to have one semester of humanities, social science, and art, only to end up with a semester of 3 hard EE classes.
Look ahead at the class dependies. Talk with your counselor, make sure you get the classes first that are requiements for many other classes. Nothing worse that to carry a light course load because you couldn't get the right classes due to electives missing. Remember, not all electives listed in catalogs, and many times there are elective chains, espicially in engineering. (class A requires class B requires class C and D....)
Control student loans. Live cheap.
Don't blow your GPA trying to get out early.
Reduce your "social overhead". Give up causual friends and dating, except for close long-term friends that will support your commitment.
