It's "skill" set, because the word "skill" is an adjective modifying a noun (What type of set? Skill set); it is not the noun itself and thus it is neither plural nor singular as a noun would be.
Not to be confused with the phrase "set of skills" in which case "skills" IS a noun, and a plural one at that.

Writing skills is correct. Because you are talking about you skills of writing, there are many different elements that go into writing something. If you were talking about your basketball skills it would be the same thing, as you have to shoot, pass, defend, dribble, etc. SKILLS works for pretty much everything.
