First off, all scholarships should be free. If you are paying for them then they are most likely a scam.

If you are in high school, I would first check with your high school counselor. They should be able to direct you to some local scholarships.

Next, I would check with the school you are planning on attending. They should have a list of scholarships they recommend to students.

If necessary, I would check on websites such as Fastweb.com and Scholarships.com. They have search functions that tailor them to your needs.

Be prepared to write A LOT of essays and submit letters of recommendation.

There are a number of ways to do it. Usually, those parties offering scholarships will advertize their offers in the daily newspapers, usually in the sunday issues (but not always true becoz it can be at anytime at all).So, you better start reading your papers so as not to miss out on any ads for such offers.

If you are already in college. most colleges have bulletin boards on the faculty with scholarship offer notices as well. Be sure to check your bulletin board regulalrly for such notices.

Then, of course, there's always the net you can really onto. Check the websites of the relevant authorities for such offers as often as you can. To do so, you will need to know which foundation or organization that provide such fundings. You will have to remember, usually, with scholarships, there will be a contract that you will have to serve out upon completion of your studies.

Last but not least, if free scholarships are not available, the government does offer study loans to students who fail to secure scholarships -- loans that the students do not have to repay if they manage to obtain first class degrees for their respective fields of studies. Good luck.

I belive you must earn a scholarship if that's what you mean. Such as sports or academic scholarships.
