Pepsi is one of a few companies that make root beer..:) It's a regional thing - just as Iron Bru doesn't do well in America, Root Beer doesn't do so well in the UK.. It became popular in the US thanks to prohibition.
American Soda and American Fizz are two good places to start. Amazon also has some (I believe there might even be an American Soda store on Amazon). Asda do sell Root Beer, if you can call Carters that (I personally think it tastes like New Jersey water without the after-taste and I mean no disrespect by that).. Better off sticking to known, established brands - A&W (which must be served just above freezing point for the best effect - great with a scoop or two of vanilla ice cream if that's your thing (Root Beer Float) ), Barqs or Mug. Stewarts is decent, too. Any other pales in comparison..
Sasparella and Root Beer are different drinks. The latter isn't as strong tasting in my experience. I suppose you could compare it to Pepsi Cola and Coca Cola.

It may be because the English don't like root beer. Maybe there isn't enough demand for it over there.

As Jon said, contact Pepsico and ask for the nearest store to you that would have it. They have a "uk" website. Here's a link that has a bunch of Pepsi websites in case you have trouble through one:
