Then somebody interrupts their talk. So, what did the guy mean "OK, but three is where I draw the..."

Rara is right. I will only add that he may be joking, acting like he will be strong and control himself by stopping at 3, when 3 is really all there is.

probably "draw the line" It means that that is all that he will do, no more.
