If your cruise is 90 days or more in the future you can cancel and get a full refund or rebook with no penalty. The penalties for canceling vary by cruise line and date as you get close to the cruise date. In some cases you lose only your deposit, in others you can get a 50% refund.
You need to immediately contact the cruise line and explain your situation. Do not delay, call ASAP. Even if you are within the 90 days they may allow you to change your date if the other cruise date is not sold out.

You need to check the policy. Did she buy the insurance?
If not, she should have. That is always a good idea. It's the don't risk a lot for a little.
It seems kind of stupid that she would book without checking with you first. I don't think you should have to pay.
