If the temperature is low enough, it will. But the freezing point of alcohol (say 80 proof = 40%), is low enough that home freezers won't reach it. But wine or beer will freeze as their % of alcohol is lower, and the water has a grwater effect on the freezing process.

It normally never gets cold enough for alcohol to freeze.
Alcohol freezes at - 80°C and boils at +78°C.
One of the lowest recorded temperatures on Earth was -89,2°C at Vostok, Antarctica, on 21 July 1983.

Because alcohol doesn't freeze. Which doesn't mean that if you are freezing you should drink alcohol (hard booze) because it may keep you from feeling the cold (and anything else) but you'll still freeze.

Actually it does. It depends on the proof of the liquor.
Volume...Proof...Freeze Point
12%.........24.........+20
20%.........40.........+10
27%.........54............0
32%.........64.......... -10
38%.........76...........-20
42%.........82...... ...-30
