do you find that when you ask some people a question they seem to shrug you off?!?

I think they are rude for various reasons:
Bad raising, stuck up, heads up their bums, and sometimes they don't like others. Still some are hard of hearing. What gets me is when I K-n-o-w they heard me and look like I was not there.

People make people rude. I have had that done to me so many times. But you can't let it get to you because if you do you might end up all grumpy and rude just like them. It was this song that goes like this.... Keep on walking I am talking to you people. As I grew up, it made a lot of sense.

Some people are only interested in themselves! Ive experienced this also some are just pain self obsessed! don't let it get to you though this is how you find people that are on the same wave lengh as yourself & you get to have like minded friends if you find these people rude it's just showing you that they are not meant to be in your life & your better of without them !.

It would depend upon the question. Perhaps it is too personal? If you mean ignoring you and your question entirely, i.e., treating you like a ghost, of course that is rude.

When people do that I just respond with "that's not an answer, could you please respond to my question?"
